Résumé
Dix ans après la chute du système communiste la situation économique en Bulgarie n’est pas améliorée. L’explication de cette constatation est cherchée dans les comportements des entreprises contraintes à créer la richesse nationale du pays. L’absence d’une évolution satisfaisante est considérée comme un problème provenant de l’intérieur de ces entreprises. : de fautes dans leur organisation et de non cohérence des comportements de différents groupes d’acteurs. Ce problème est analysé sous angle de la théorie de la régulation. A l’égard de l’entreprise en transition deux formes essentielles de régulation ont été découvertes : le compromis inégalitaire imposé par l’encadrement et le consensus construit dans un processus de négociation avec la participation de tous les membres de l’entreprise.
Abstract
Ten years after the fall of the communiste system the economic situation in Bulgaria hasn’t improuved yet. The explication of this inference is to be searched in the performance of the entreprises restained to creat the national wealth of the country. The absence of satisfactory evolution is considered as a problem coming from the interior of these entreprises - faults on the organization and lake of co-ordination in the performance of the different groups of agents. This problem is analysed from the point of view of the theory of regulation. Two essential forms of regulation, concerning the entreprise in transition, have been discovered : the inequal compromise imposed by the managerial staff and the consensus sreated in a process of negociation with the participation of all the members of the entreprise.
